Elevated Skin Temperature (EST) Screening Capability Assessment

Marine Corps Installations Command (MCICOM), in response to the need to adjust to new procedures in a COVID19 environment, is conducting an industry assessment of the ability to measure elevated skin temperature of individuals entering facilities on Marine Corp Installations.  A vendor demonstration and assessment of the FLIR A700 system capabilities is underway.

This assessment will test a critical and urgent capability needed to protect the lives of installation tenants and families which is the temperature screening of personnel upon entry to a facility. Per guidance provided by the CDC, those who have fever (100.4 F or above) or other signs of illness under the 42 Code of Federal Regulations parts 70/71 Final Rule, should not be admitted to the facility in efforts to mitigate the risk of potential COVID-19 resurgence. This assessment will be to test the below critical operational issues.

Critical Operational Issues that Have Been Identified:

  • The screening process – for those being screened – is easy to use.
  • The screening process – for those conducting the screening – is easy to use.
  • The technology detects “warm” bodies (above 100.4 F) more accurately than through a manual screening process.
  • Use of the capability cost as compared to sustaining a manual screening process.
  • Use of the capability results in reduced time spent –by those conducting screenings – for the screening process.
  • Use of the capability results in an increased feeling of “safety” and “trust” for those being screened.
  • Use of the capability results in an increased feeling of “safety” and “trust” for those conducting screenings.
