What Is OASIS+?
OASIS+ (One Acquisition Solution for Integrated Services Plus) is a suite of governmentwide, multiple-award indefinite delivery/indefinite quantity (IDIQ) contracts administered by GSA. It is the successor to the original OASIS contract vehicle and is now the primary vehicle for federal agencies purchasing professional services.
Think of OASIS+ as a pre-competed contract vehicle — once you're on it, agencies can issue task orders directly to OASIS+ holders without running a full competition. This dramatically shortens procurement timelines and gives you access to billions in annual task order volume.

OASIS+ replaced and consolidated multiple legacy vehicles including the original OASIS, OASIS Small Business, HCaTS (Human Capital and Training Solutions), and BMOPS (Building Maintenance and Operations). If you held contracts on any of these, you must requalify under OASIS+ — there is no automatic transition.
The 6 OASIS+ Contract Pools
OASIS+ is structured as six separate contract pools, each with its own solicitation and awards. Five of the six are reserved for small businesses:
1. OASIS+ Unrestricted (UR)
Open to businesses of any size. Large contractors compete here. Higher qualification thresholds (42 credits minimum). No small business set-asides can be issued under this pool — if an agency wants a small business, they must use one of the SB pools.
2. OASIS+ Small Business (SB)
For any business that qualifies as "small" under the relevant NAICS code. 36-credit minimum threshold. The broadest small business pool with the most contract holders.
3. OASIS+ 8(a)
Exclusively for businesses certified in the SBA 8(a) Business Development Program. Agencies can issue sole-source task orders up to $4.5M for services. Powerful for certified firms.
4. OASIS+ SDVOSB
For Service-Disabled Veteran-Owned Small Businesses certified through VetCert. Dedicated pool for veteran entrepreneurs.
5. OASIS+ HUBZone
For businesses certified under the HUBZone program with principal offices in designated areas. Includes the 10% price evaluation preference.
6. OASIS+ WOSB
For Women-Owned Small Businesses certified through SBA. Note: EDWOSB set-asides cannot be further restricted under this pool.
Important: You can hold contracts in multiple pools simultaneously. A woman veteran with 8(a) certification could potentially qualify for OASIS+ SB, OASIS+ 8(a), OASIS+ SDVOSB, and OASIS+ WOSB — maximizing task order visibility.
The 13 OASIS+ Service Domains
OASIS+ organizes all services into 13 domains. When you apply, you select which domains match your capabilities and submit qualifying projects for each. You only compete for task orders in domains where you hold a contract.

OASIS+ Qualification Requirements
Getting on OASIS+ requires demonstrating capability through a scoring system. You earn credits across multiple categories, and must meet minimum thresholds to qualify.
Scoring Thresholds:
- Unrestricted: 42 credits minimum (out of 50 possible)
- Small Business pools: 36 credits minimum (out of 50 possible)
Credit Categories:
1. Qualifying Projects (QPs) — Up to 25 credits
Your past performance on relevant contracts. Each QP must demonstrate work in the domain you're applying for. Requirements:
- Unrestricted: QPs must have minimum $1,000,000 average annual value
- Small Business: QPs must have minimum $500,000 average annual value
- Projects must be completed within the past 5 years or currently active
- You need multiple QPs per domain — one project won't be enough
2. Past Performance Ratings — Up to 10 credits
CPARS (Contractor Performance Assessment Reporting System) ratings on federal contracts. Exceptional and Very Good ratings earn the most credits. If you don't have federal past performance, commercial references can partially substitute.
3. Federal Prime Experience (FPE) — Up to 5 credits
Credit for work performed as a prime contractor (not a sub) on federal contracts. Demonstrates you can manage the prime role, not just perform as a subcontractor.
4. Contractor Business Systems — Up to 5 credits
Certifications and systems including:
- DCAA-approved accounting system
- ISO 9001 quality management
- ISO 27001 information security
- CMMI certification levels
5. Facility Clearances — Up to 3 credits
If your company holds facility security clearances (SECRET, TOP SECRET), you earn additional credits. Essential for Intelligence domain work.
6. Other Certifications — Up to 2 credits
Industry-specific certifications relevant to your domains (PMP-certified staff, professional engineering licenses, etc.).
How to Apply for OASIS+ (Continuous On-Ramps)
Unlike traditional contract vehicles with fixed solicitation windows, OASIS+ uses continuous on-ramping. The solicitation is always open — you can submit your proposal whenever you're ready.
Step 1: Access the OASIS+ Symphony Portal
All OASIS+ proposals must be submitted through GSA's Symphony Portal. Create an account at the GSA eBuy portal and access OASIS+ solicitations. You'll need your SAM.gov registration to be active.
Step 2: Select Your Pool(s) and Domain(s)
Choose which of the 6 pools you're eligible for based on your business size and certifications. Then select the domains that match your service offerings. You can apply to multiple pools and domains simultaneously.
Step 3: Complete the Qualification Matrix
For each domain, you'll complete a scorecard documenting your:

Step 4: Submit Supporting Documentation

Step 5: GSA Evaluation
