US Foods Inc., Salem, Missouri, has been awarded a maximum $37,260,000 fixed-price with economic-price-adjustment, indefinite-quantity contract for full-line food distribution. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a 108-day bridge contract with no option periods. Locations of performance are Missouri and Illinois, with a Feb. 16, 2021, performance completion date. Using customers are Army, Air Force, Navy, Marine Corps, and Coast Guard. The type of appropriation is fiscal 2021 defense working capital funds. The contracting agency is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-21-D-3300).

Government Transition from DUNS Number to New Unique Entity Identifier Extended

As readers in this space know from prior posts, anyone seeking to do business with the federal government must have a unique entity identifier, currently the  D-U-N-S® Number, for use in government award systems. The government previously announced that it is migrating away from the current proprietary D-U-N-S® (DUNS) Number toward a new unique entity identifier generated directly by SAM.gov. 

The deadline for completing that transition has been extended. 

The Office of Management and Budget (OMB) directed federal agencies to finalize their transition to using the SAM-generated unique entity identifier (unique entity ID or UEI) by April 2022. GSA will be contracting with Dun & Bradstreet (D&B) to ensure full continuity of services—including DUNS number assignment, monitoring, and validation of entity uniqueness—during the extended transition period. 

Active SAM.gov registrants will have their UEI assigned and viewable within SAM.gov; there is no action for registered entities to take at this time.  

With the new contractor and schema comes a new name. The DUNS will be replaced by the Unique Entity ID, a 12-character mix of numbers and letters following a set pattern described in the new technical details.

The new number also comes with a new process. Rather than going through the vendor to obtain the unique ID, organizations will be able to request a Unique Entity ID at the same time they register with SAM.gov, which is also where they will be able to make changes to their profiles and request assistance.

In the future, any new entity coming to SAM.gov to register for the first time will have a streamlined experience. They will request their identifier from within SAM.gov, no longer needing to go to a third-party website or deal with separate service desks to get help.  SAM.gov will generate the UEI for each new entity as part of the standard registration process.  We are working to ensure all IAE systems are updated to support the new identifier. 

As we move through the various phases of this transition, the IAE team will continue to communicate in this forum so that system users and other interested parties can be well informed.

Tyonek Services Overhaul Facility Awarded $92.8M Contract For C‐5M sustainment

Tyonek Services Overhaul Facility – Stennis LLC,* Kiln, Mississippi, has been awarded a $92,800,000 contract for C‐5M sustainment. This contract provides for alternative modification installation services. Work will be performed in Waco, Texas, and is expected to be completed by March 31, 2030. This award is the result of a sole-source acquisition. A combination of fiscal 2020 transportation working capital funds and fiscal 2020 operations and maintenance funds in the amount of $6,577,182 are being obligated at the time of the award. The Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8525‐21‐D‐0001).

Sources Sought: Construction of Highways, Roads & Bridges

The East Portal Access Road is located in Montrose County, Colorado.  The road begins at the intersection with State Highway 347 at the entrance station to the Black Canyon National Park about 6 miles north of US-50. The road continues for 6.85 miles to the northeast where it terminates at the gate to the Crystal Dam facilities road.  The Bureau of Reclamation (BOR) maintains the road for access to its Crystal Dam and Power Plant and to the recreational facilities along the Gunnison River.

The scope of the project would be to pulverize and overlay the pavement 5 miles and reconstruct 0.3 miles.  The major items of work will include paving, rock excavation (blasting) and rock removal (scaling), rockfall protection, cleaning the ditches and culverts, and full-depth reclamation and paving.
