SOURCES SOUGHT: (IDIQ) Multiple Award Contract (MATOC) for Elevating Homes and Flood Proofing Commercial Structures

The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for an Indefinite Delivery/Indefinite Quantity, Multiple Award Task Order Contract (MATOC) for Design-Build Elevating Homes and Flood Proofing Commercial Structures to determine interest, availability, and capability of Small and Large Business concerns.  The NAICS code for the work is 236118.   The intent is to award 2-5 contracts.  The total capacity of the MATOC pool is estimated to be $45 million total which will be shared amongst all contract holders.  Work under this contract is expected to begin on or about January of 2023 and the contract period will be five years.  Task orders will have competed amongst the pool of MATOC contractors.

Bids were solicited via the internet with 16 received. Work locations and funding will be determined with each order, with an estimated completion date of Jan. 26, 2026. U.S. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity.

The construction will occur at McNary Dam in Umatilla County, Oregon. This will be a firm-fixed-price construction contract. Construction magnitude is estimated between $25,000,000 and $100,000,000, and 100% performance and payment bonds will be required. Rolling bonds may be considered by the Government.
