7 Construction Firms Awarded $92M To Increase Aggregate Capacity of IDIQ Multiple Award Construction Contracts

Harper Construction Co. Inc., San Diego, California; Hensel Phelps Construction Co., Irvine, California ; M. A. Mortenson Co. doing business as Mortenson Construction, Minneapolis, Minnesota; R. A. Burch Construction Co. Inc.,* Ramona, California; RQ Construction LLC, Carlsbad, California; Solpac Construction, doing business as Soltek Pacific Construction Inc., San Diego, California  and Straub Construction Inc., Fallbrook, California, are being awarded $92,000,000 to increase the aggregate capacity of previously-awarded suite of firm-fixed-price, indefinite-delivery/indefinite-quantity, multiple award construction contracts. The maximum dollar value including the base year and four option years for all seven contracts combined is increased from $240,000,000 to $332,000,000.

The contracts are for new commercial and institutional building construction projects at various locations within the Naval Facilities Engineering Command (NAVFAC) Southwest area of operations (AO) including, but not limited to, California (90%); Arizona (6%); Colorado (1%); Nevada (1%); New Mexico (1%); and Utah (1%). All work will be performed at various federal sites within the NAVFAC Southwest AO. No funds are being obligated on this award. No funds will expire. Future task orders will be primarily funded by military construction (Navy); operations and maintenance (O&M) (Navy); O&M (Marine Corps); and Navy working capital funds. The original contract was competitively procured via the Navy Electronic Commerce Online website, with 21 proposals received. NAVFAC Southwest, San Diego, California, is the contracting activity.

Archer Western Federal Awarded $326,625,000 Construction Contract For Hurricane Florence Recovery

Archer Western Federal JV, Chicago, Illinois, is awarded a $326,625,000 firm-fixed-price contract for construction of Hurricane Florence Recovery Package Seven for facilities located in Marine Corps Air Station New River. The contract also contains four unexercised planned modifications, which if exercised would increase cumulative contract value to $339,544,200. This project provides replacements for facilities damaged during Hurricane Florence. The proposed replacements consist of: construction of the Center for Naval Aviation Technical Training classroom building. The building includes a combination passenger/freight elevators, classrooms, administrative spaces, aircraft trainer spaces, auditorium and personal support spaces.

Work will be performed in Camp Lejeune, North Carolina, and is expected to be completed by February 2025. Fiscal 2020 military construction Marine Corps contract funds in the amount of $326,625,000 are obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the beta.SAM.gov website with four proposals received. Cape Environmental Management Inc Awarded $90.3M Contract for Base Realignment and Closure Environmental Construction

Cape Environmental Management Inc., Irvine, California, has been award a ceiling $90,300,000 indefinite-delivery/indefinite-quantity, firm-fixed-price contract for Base Realignment and Closure environmental construction optimization services to support the Air Force Civil Engineer Center installations directorate.

This contract supports a variety of environmental restoration services and construction necessary to maintain regulatory selected remedies, implement optimization to enhance remedial progress, and advance sites to completion in a cost effective manner.

Work will be performed at former Castle, Mather and McClellan Air Force Bases, California, and is expected to be completed by Aug. 25, 2030. NAVY Awards the following a firm-fixed-price, indefinite-delivery/indefinite-quantity multiple award construction contract for various construction projects primarily in Marine Corps Base Camp Lejeune and the surrounding area:

The maximum dollar value for all four contracts combined is $240,000,000. The work to be performed provides for a range of new construction, renovation, alteration and repair for mechanical, electrical and plumbing projects. Types of buildings and facilities include administrative, industrial, warehouses, maintenance, communications, schools/training/education, personnel support, recreational, food services, training areas/ranges, roads, systems and utility infrastructure.

The contractor shall provide all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies and transportation, to perform all of the services described in the plans and specifications for each task order. All work on this contract will be performed in Camp Lejeune, North Carolina, and the surrounding area. The term of the contract is not to exceed 60 months, with an expected completion date of August 2025. Future task orders will be primarily funded by operations and maintenance (Marine Corps). This contract was competitively procured via the Navy Electronic Commerce Online website with 11 proposals received. These four contractors may compete for task orders under the terms and conditions of the awarded contract.

Kellogg Brown and Root Services Inc. Awarded a $75,000,000 For Construction Projects At Camp Lemonnier and Chabelley Air Field, Djibouti

Kellogg Brown and Root Services Inc., Houston, Texas, is awarded a $75,000,000 maximum amount, firm-fixed-price, indefinite-delivery/indefinite-quantity job order contract for construction projects at Camp Lemonnier and Chabelley Air Field, Djibouti.

No task orders are being issued at this time. Work will be performed in Djibouti, Africa. Messer Construction Co., Dayton, Ohio, was awarded a $126,324,295 firm-fixed-price contract for construction of the National Air and Space Intelligence Center Intelligence Production Center at Wright-Patterson Air Force Base. Bids were solicited via the internet with three received. Work will be performed at Wright-Patterson AFB, Ohio, with an estimated completion date of Jan. 29, 2023. Construction Services for Jetty and Wing Wall Repairs

The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for repairs to jetties and wing walls located at the Kennebunk River Federal Navigation Project (FNP) in Kennebunk and Kennebunkport, ME.  This announcement is to determine the interest, availability and capability of HUBZone, Service-Disabled Veteran-Owned, Woman-Owned and Small Business concerns as described below.  The NAICS code for this procurement is 237990 with a size standard of $39.5M.  The project is planned to be issued around March 2021.  The construction will occur between summer 2021 and spring 2022 and is expected to take approximately seven months to complete.  The estimated construction cost is between $1,000,000.00 and $5,000,000.

The Kennebunk River FNP includes a 600-foot long stone jetty on the eastern side of the inlet with a 240-foot long stone wing wall connecting the jetty with the eastern shore in Kennebunkport adjacent to Colony Beach, and a 290-foot long stone jetty on the western side of the channel with a 270-foot long stone wing wall connecting the jetty with the western shore in Kennebunk adjacent to Gooch’s Beach.

Given the nature and characteristics of the east and west jetty structures, it is anticipated that all repair and improvement construction activities will have to be performed from marine based plant. For the east and west wing walls, it is anticipated that construction will be performed by land.  Environmental coordination and permitting is being completed by the U.S. Army of Engineers, New England District.

David Rambhajan: How to Leap Past the Competition using Joint Ventures?

Former US Marine Corps Sergeant turned construction firm owner, David Rambhajan shares his advice on how to leap past the competition using joint ventures. 

BACKGROUND

David Rambhajan enlisted at the age of 17 and served the US Marine Corps for eight years. 

After that, he then established his own company, Industria Construction Services, in 1993 and is celebrating over 25 years of providing general construction and professional construction management services. 

With his experience, Rambhajan is a big supporter of small businesses and veteran-owned firms that he allocates his time as an advisor to fellow entrepreneurs.

He is also serving the  U.S. Small Business Administration, Elite SDVOB Network, and the Warrior Summit Coalition as part of the Board. 

EXPERIENCE IN THE FEDERAL MARKETPLACE

In working in the federal arena, Rambhajan had worked with several subcontractors and businesses to do joint ventures together. He is very critical in finding the right partner that has the same goals and values as him. 

“I mean the business is great if you could do it and make some money for both of you and deliver some good work, but you have to both have the same values. You have to both be able to work together, you have to build, be able to trust each other. So, it takes time to find the right partner.”

Also, when he finds someone that is not willing to invest the same time and energy as his, he won’t continue working with that person. 

“You don’t want to force it. You want to be humble, hardworking, and humble and develop that relationship. And there are ways to do it. And so, you know, you might be knocking on a door that might not be the right opportunity either.”

Another thing that he also experienced is working with various agencies including the Army, the Navy, and the GSA. With this, he learned to understand the differences in the requirements of every agency. 

“I know it’s a little scary when you look at these contracts that are 300 pages long for construction, but, you know, you got to learn and understand what their requirements are and you have to meet them because, you know, you don’t want to get an issue with the prevailing wage wage requirement and or reporting requirement.”

With all of these, Rambhajan learned three things that enabled his business to continue growing in the marketplace.

“To me, communication is king. You have to communicate, you’re orchestrating a team.The next thing is workflow. I don’t want to see you send one body out. I need the work to be done. I need the teams, you need to put enough labor to get the work done. And the third thing, they’re all equally important in effect to each other, is cash flow. And so with this cash flow, I’m able to employ that best subcontractors who enjoy getting paid as long as they perform.”

ADVICE FOR SMALL BUSINESSES

 

Rambhajan advises small businesses to learn to diversify and provide value. There are a handful of programs that small businesses can and government agencies that they can work with but all of this will be wasted if you don’t provide any value to these agencies. 

Also, he encourages  business owners to plan and check if they are on track. They should have a strategy along with the system, their process, and their routines. Part of this process is what Rambhajan called three Rs or the resource, risk, and reward. 

Primarily, you need to identify all of your resources. This is your time, money, skills, and energy. 

In using these resources, there’s always risk involved. So, you should identify these risks and understand how you will deal with it.

Lastly, there’s the reward. However, this reward can only be achieved if you will be able to identify the risk and avoid it.

“Look at your resources and say, ‘How can I use my resources properly to build something so that, you know, I can enjoy what I want for that final honor. What’s the reward? What’s the… is it financial independence and what does that mean? What’s the dollar value?’”

HHI Corp., Ogden, Utah, Pro-Mark Services, Inc., West Fargo, North Dakota, Native American Services Corp., Kellogg, Idaho and Creative Times Dayschool LLC, Ogden, Utah have collectively been awarded contracts valued at $422,222,224 in support of an indefinite-delivery/indefinite-quantity, multiple-award construction contract.

This contract provides for a broad range of design-bid-build/design-build services up to 100% and maintenance, repair and minor construction work on real property along the Front Range of Colorado and Wyoming. Work will be primarily performed at Fort Carson Army Base, Colorado.
