This is a Request for Proposal (RFP). The Government’s intent is to award a Multiple Award (MA) Indefinite Delivery Indefinite Quantity (IDIQ) contract to each and all qualifying Offerors whose proposal is technically evaluated as “acceptable”, with an estimated award of 07 June 2021. The contract will have a five (5) year ordering period. The resulting contract will have Cost Reimbursable and Cost Plus Fixed Fee and Firm Fixed Price CLINS; therefore, successful awardee will be required to have an adequate accounting system upon contract award.

The Government will not accept or respond to telephone calls or requests for meetings with potential Offerors about this requirement. All questions regarding this procurement must be submitted via email to Brandon Reaser at [email protected]. It is requested that all questions be received within 10 calendar days of the date this solicitation is issued. Questions received after 10 calendar days may not be answered prior to the proposal due date.

Lockheed Martin Rotary and Mission Systems Awarded $126.9M Contract Modification

Lockheed Martin Rotary and Mission Systems, Manassas, Virginia, is awarded a $126,934,433 cost-plus-incentive-fee and cost only contract modification to previously awarded contract N00024-17-C-6259 to exercise and fund options for Navy engineering services, materials and spares. Work will be performed in Manassas, Virginia; Clearwater, Florida; Syracuse, New York; and Marion, Florida and is expected to be completed by December 2021.

Fiscal 2020 operations and maintenance, Navy (63%); and fiscal 2020 research development test and engineering, Navy (37%) funding in the amount of $1,400,676 will be obligated at time of award, of which $882,426 will expire at the end of the current fiscal year. FPM Remediations Inc Awarded A Ceiling $60M IDIQ Contract

FPM Remediations Inc., Oneida, New York, has been awarded a ceiling $60,000,000 indefinite-delivery/indefinite-quantity contract for base realignment and closure (BRAC) environmental construction optimization services to support the Air Force Civil Engineer Center (AFCEC) Installations Directorate (CIB). These performance-based remediation efforts support the AFCEC BRAC mission and enhance BRAC program capabilities within AFCEC/CIB. The requirements support a variety of environmental restoration services and construction necessary to maintain regulatory selected remedies, implement optimization to enhance remedial progress and advance sites to completion in a cost-effective manner.

The efforts will be executed in accordance with technical and regulatory requirements to ensure protection of human health and the environment. Work will be performed at the following deactivated Air Force bases: Bergstrom Air Force Base, Texas; Brooks AFB, Texas; Carswell AFB, Texas; Eaker AFB, Arkansas; England AFB, Louisiana; Kelly AFB, Texas; Myrtle Beach AFB, South Carolina; Reese AFB, Texas; Buckley Annex, Colorado; and Lowry AFB, Colorado. Work is expected to be completed Sept. 30, 2030. This award is the result of a competitive acquisition and four offers were received. Fiscal 2020 BRAC funds in the amount of $2,466,636 are being obligated at the time of award. Raytheon Technologies Corp. and Pratt and Whitney Military Engines, East Hartford, Connecticut, is awarded a $579,837,316 indefinite-delivery/indefinite-quantity contract, which includes $146,269,941 firm-fixed-price undefinitized line items and $433,567,375 firm-fixed-price, fixed-price-incentive-firm-target, cost-plus-fixed-fee definitized line items. This contract provides unit and depot level F-135 propulsion system spare parts, spare engines and modules in support of the F-135 propulsion initial spares requirements for the Air Force, Navy, Marine Corps, non-Department of Defense participants and Foreign Military Sales customers. Work will be performed in East Hartford, Connecticut (93%); Indianapolis, Indiana (6%); and Bristol, United Kingdom (1%), and is expected to be completed in December 2024. RQ Construction Awarded $71,514,000 MACC For The Repair Of Michelson Laboratory

RQ Construction LLC, Carlsbad, California, is awarded a $71,514,000 firm-fixed-price task order under a multiple award construction contract for the repair of the Michelson Laboratory, Naval Air Weapons Station, China Lake, California. The work to be performed provides for the design and construction of Michelson Laboratory Wings 2-5, Naval Air Weapons Station, China Lake, California. The facility will include activities that comprise the Michelson Lab for weapons testing and development. This project will repair damage caused by the July 2019 earthquakes and provide seismic upgrades. The repair brings the building into compliance for health, life and safety codes and increases the reliability for power and environmental systems throughout the building.

The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies and transportation to perform all work described in the request for proposal. The options, if exercised, provide repairs for Wing 5, extended contractor warranty, electronic security system requirements and physical security equipment for all Wings 2-5. The planned modifications, if issued, provide for furniture, fixtures and equipment. The task order also contains 17 unexercised options and two planned modifications, which if exercised would increase the cumulative task order value to $81,315,729. Work will be performed in Ridgecrest, California, and is expected to be completed by June 2023. The James H. Quillen VA Medical Center is seeking to lease at minimum 8,934 ANSI/BOMA (12,061 RSF) and maximum of 9,000 ANSI/BOMA (12,150 RSF) of clinic space for use as a Medical Specialty Clinic in Knoxville, TN.  ANSI/BOMA stands for American National Standards Institute/Building Owners and Managers Association. The space is to be located in a quality building of sound and substantial construction with adequate parking spaces; be in “ready to occupy” condition and be in compliance with all of the Government’s minimum requirements established in VHA Directive 1163, VA design standards, and the VA Mental Health Design Guide. The space/building shall meet all current building, seismic, and ADA code requirements.

Utilities, security system, and janitorial services to be included in lease.  As part of rent items to be included: exterior flag pole and flag maintenance/replacement, interior and exterior signage per VA standard, heat, electricity, cable tv, internet, water, snow removal, chilled drinking water, air conditioning/heat, toilet supplies, janitorial services/supplies; window washing, carpet cleaning; initial and replacement lamps (ballast and bulbs); painting of interior space of building; mowing and trimming of lawn and shrubbery once a week and extermination of insects and rodents on a regular basis.

A lease for up to 10 years will be considered, five (5) years firm and five (5) years non-firm.

Reliance Test and Technology LLC, Crestview, Florida, is awarded a $78,079,182 cost-plus-fixed-fee, cost reimbursable contract. This contract provides research, development, test, evaluation, engineering, fleet support and management support services required to perform aircraft engineering and developmental flight test and fleet training events for Navy and Marine Corps air vehicle systems and trainers in support of the Atlantic Ranges and Targets Department.

This contract(s) will require the ability to manage multiple task orders concurrently across the identified AOR.
