SOURCES SOUGHT: Consolidated Application Development & Maintenance and IT Specialty Services

This is the notification that Headquarters Army Sustainment Command intends to consolidate two information technology requirements that are currently being performed by Small Business Administration 8(a) Program participants into a single unified 8(a) requirement. This single requirement would combine the requirements of the following contracts W52P1J-16-C-4009 ASC Application Development & Maintenance and W52P1J-17-C-0043 Information Technology Specialized Services (non-C4IM). The current performance work statements for both requirements have been attached to provide interested parties with the necessary information to determine if they have the capability to perform this combined requirement. HQ ASC intends to award one (1)
combination Firm-Fixed-Priced (FFP) and Labor-Hour (L/H) type contract consisting of one (1) thirty (30) day transition period, one eleven (11) month base year with four (4) twelve (12) month option years, and one (1) six (6) month option to extend. The Information Technology Specialized Services portion of the contract will be Firm-Fixed- Price, while the Application Development & Maintenance portion of the contract will be Labor-Hour.

General Dynamics Mission Systems awarded $400M contract for production of spare parts in support of the Warfighter Information Network-Tactical Increment system

General Dynamics Mission Systems, Taunton, Massachusetts, has been awarded a maximum of $400,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity, prospective-price-redetermination contract for production of spare parts in support of the Warfighter Information Network-Tactical Increment system. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulations 6.302-1. Chugach Range and Facilities Services JV LLC, Anchorage, Alaska, has been awarded a $112,991,156 firm-fixed-price, cost-plus-fixed-fee, and cost-reimbursable contract for Ascension Island Mission Services. This contract provides for radar tracking, space surveillance tracking, telemetry, timing and sequencing, communications, airfield operations, operations, maintenance, and engineering support for facilities, systems, equipment, utilities, and base operating support responsibilities. Work will be performed on Ascension Island Auxiliary Airfield and is expected to be completed on Sept. 30, 2025. This award is the result of a competitive acquisition and five offers were received. Fiscal 2020 operation and maintenance funds in the amount of $104,367 are being obligated at the time of the award. Lockheed Martin Space Awarded $254.7M Contract to provide maintenance and sustainment for two Terminal High Altitude Area Defense batteries for UAE

Lockheed Martin Space, Sunnyvale, California, is being awarded a sole-source, cost-plus-incentive-fee, cost-plus-fixed-fee, firm-fixed-price definite contract under a Foreign Military Sales (FMS) case to the United Arab Emirates (UAE). The total value of this contract is $254,708,912. Under this follow-on contract, the contractor will provide maintenance and sustainment for two Terminal High Altitude Area Defense batteries for UAE. The maintenance and sustainment scope of work includes providing logistics management, logistics product database, training, missile and ground repair and return, hardware/software development and sustainment, hardware in the loop, engineering services, missile field surveillance program, and country unique specialty engineering for FMS client. The work will be performed in Sunnyvale, California; Grande Prairie, Texas; Camden, Arkansas; Huntsville, Alabama; Anniston, Alabama; and Troy, Alabama. The performance period is from Jan. 15, 2021, through Jan. 14, 2026. One offer was solicited and one offer was received. UAE FMS funds in the amount of $254,708,912 will be used to fund this effort. Eastern Airlines LLC Awarded $284.9M Firm Fix Price Contract

Eastern Airlines LLC, Wayne, Pennsylvania, has been awarded a firm-fixed-price contract (HTC711-21-D-C001) in the amount of $284,932,621. The contract provides door-to-door, time-definite, pick-up and delivery, transportation, timely and accurate shipment tracking, government third party payment system participation, customs clearance processing (if applicable), and shipment data reporting. This contract provides heavyweight delivery services for domestic and international shipments. Work will be performed internationally and domestically, with an expected completion date of Sept. 30, 2022. The initial contracts were awarded in April 2019. The estimated program value is for three and a half years. Ordering is decentralized and funding is provided by multiple government agencies. Collins Engineers Inc., Chicago, Illinois, is awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity, architect-engineering contract with a maximum amount of $30,000,000 for multi-discipline architect-engineering services in support of small waterfront projects primarily in the Hampton Roads area of Virginia in the Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic (MIDLAND) area of operations (AO).
